Active promotion of energy-resources integration.Reduction of process energy-resources consumption.Setting zero-waste as the long-term goal. In 2018, the Houli Mill implemented the ISO 14051 Environmental Management - Material Flow Cost Accounting (MFCA) system to lower investment costs and reduce negative products to mitigate environmental impacts and enhance enterprise profits. The description in “air pollution management”, “water pollution management”, and “waste management” are as follows.
Air pollution management
Integrated use of energy-resources to reduce the consumption of petrochemical fuels, such as coal and crude oil, and investing in high-performance pollution control equipment to treat emissions and thereby minimize pollutant emissions are CLC’s principal strategy for air pollution control. After proactively adjusting the energy structure and assessing the feasibility of using low-carbon clean energy on all sites, we have progressively replaced fuel boilers with gas boilers at box plants. Currently, gas boilers have been operating in Panchiao, Tayuan, Miaoli, and Taichung plants to significantly reduce air pollutant emissions.
Water resources management
Water is a major resource to papermaking; therefore, we cherish water resources at all times. Through water management, we engage in wastewater reduction and enhance water efficiency. After recovery and filtration, we reuse process white liquor in some process equipment to enhance water efficiency. Through process improvement and routine management, we continuously pursue reasonable water consumption based on the concept of: circulation, recovery, and reuse.
In wastewater control, we equip each plant and mill with an independent wastewater treatment system. The paper mills properly treat wastewater with biological treatment to ensure the effluent quality meets the relevant standards and reduces the environmental impacts. The box plants treat wastewater with physicochemical treatment and recover treated wastewater for use in rinsing and glue making to extensively reduce water consumption. In 2017, the Houli Mill first implemented the wastewater treatment plant QC-recorder to discern the water consumption status of all inhouse units, paper types, and operating condition of the wastewater treatment plant, in order to implement real-time optimal treatment.
Through active source control of materials, energy, and resources consumption, we endeavor to reduce waste production and lower the environmental impact. We have set up a dedicated unit to manage all process waste, such as wastepaper mixtures from wastepaper recovery, sludge from wastewater treatment, and flying ash from the steam boiler; and employ EPA-accredited waste disposal companies to properly clean up waste.
Tayuan and Houli mills are equipped with heat recovery boilers and refuse derived fuel (RDF) recycling equipment, where the heat recovery boiler can burn wastepaper mixtures and sludge and recover the heat from burning to produce steam for the process; while the RDF recycling equipment can screen, crush, and dry wastepaper mixtures to produce homogeneous solid fuel rods to replace coal in the steam boiler. Apart from reducing GHG emissions, our waste to resource rate thus rises every year.
