A major earthquake, unusual for the past hundred years, occurred at 1:47, just before dawn, on September 21st, 1999. Drastic earth-tremors at midnight resulted in the collapse of 0.1 million homes throughout Taiwan, more than 2400 deaths, and countless broken families and homeless residents. With its care and loving heart for the Life Community, Cheng Loong Corp began to prepare relevant relief matters on September 22nd (the day immediately following the earthquake) in the hope of providing immediate, necessary assistance to the afflicted areas. The actions were:

| Ⅰ . With regard to financing: |

Cheng Loong Corp donated NT$ 20 million and the board chairman and all the corporate staff donated their one-day income for a total of NT$ 10 million, reaching NT$ 30 million altogether, to local governments in Taich u ng County, Nantou County, and Taipei County, where the head company is located. These were all places suffering heavily from the disaster. |

Donated a condolence sum of 15,000 dollars from the Japanese Central Japan Railway Co. to Taich u ng County government. |

| Ⅱ . With regard to medical care: |

Medical personnel from Cheng Loong Clinic were dispatched in two groups between Sep 22 and 23 and between Sep 28 and 30, into afflicted areas in Nantou County, including Puli, K uo hs ing, C hushan, Jiji, Hs inyi, Minh o , and T ili, for rescue activities. They treated 735 patients; manpower and medical consumables worth up to 0.3 million dollars were also provided. |
| Ⅲ . Donation of supplies: |

Spring Breeze household paper products were delivered continuously from Sep 22 nd to afflicted areas such as Taich u ng and Nantou, for use by the victims and to ease their living difficulties. So far 3,341 cases of household paper have been sent, worth up to 1 , 845 , 405 dollars. |
| Ⅳ . Personnel assistance: |

Hou Li factory and Miao Li factory dispatched rescue teams of 20 persons between Sep 21 and 30 respectively, to afflicted areas to assist in rescue activities. They dispatched four more crews (5 persons for each) on Oct 1 to assist in the reconstruction of afflicted areas. |

Played host on Sep 27 to forty rescuers from France who were going to leave the country on the occasion of Cheng Loong square barbecue, expressing thanks to them from the people of Taiwan. |
Since Hou Li factory and Miao Li factory are subordinate to the company and are located where the heavy earthquake disaster occurred, in addition to provision of assistance outside the company, the company sent staff to contact and search for local staff and find out their circumstances, in addition to provision of assistance outside the company. As many as 76 employees suffered damage to their homes. They then received instant project subsidies from the company.
Any employee of the company and his/her lineal relatives (including parents and children) who suffered damage to their proprietary house(s) in the earthquake disaster could apply to the Welfare Committee for assistance, as detailed below:

In terms of rescue activities, the company assisted in the reconstruction of afflicted areas in its corporate mission of empathizing with the suffering of others and contributing to society . Moreover, a number of its employees provided a great deal of aid, and their philanthropic hearts won honor for our Cheng Loong staff.
