Born during the early period of the Liberation era, which was marked by shortages of supplies, deceased advisor Mr. Cheng Huotian definitely had a profound experience of earthly suffering when he grew up, which demonstrates his characteristics such as generosity and warm-heartedness in helping others. He committed himself to enhancing
terms of employment and favorable welfare policies with the hope of achieving a stable family life for staff, so that their dependents would be able to feel at ease, and this peace of mind would be reflected at work It is here that his desire to take care of his staff is most evident. He also spared no effort in caring for communities and contributing to his hometown, gaining the honor of Samaritanism awarded by deceased President Ch iang Senior and an Adequately Kind Model tablet awarded by former vice president Tu ng -M in in commemoration, all of which are respected and admired by later generations.
Mr. Cheng carried on his cause and established the charity foundation to complete his unfinished undertakings
Endowed by nature with perspicacity, advisor Cheng dabbled in a wide range of fields, including management, paper manufacturing, transportation, philosophy, mechanics, medical care, technology, and education; and actually applied each of them to the management of his undertakings, which he regarded to be his lifetime cause. He was a doer who realized his dreams on earth. But God envies persons of outstanding ability. He passed away in the prime of life, leaving his children under the profound influence of his example. Fortunately, his younger brother Mr. Cheng Cheng - Loong, present board chairman, working together with the advisor day and night, continued his cause, carried forward the advisor's unfinished undertakings, such as management, paper manufacturing, transportation, philosophy, mechanics, medical care, technology, and education; and built up the globalized Cheng Loong Group. Recalling with deep emotion his elder brother's philanthropism and absolute sincerity in contributing to society, the board chairman established a corporate body, the Cheng Huotian Charity Foundation, to actively help compatriots in poverty or distress, and preserve the charitable spirit of advisor Cheng. This is the motivation for the establishment of the foundation, recalled executive director Cheng Wen -M ing (board chairman of Shan Loong Corp).
Active operations of the foundation increases social warmth
The foundation, which was established in 1993 now ranks among the 300 major foundations in Taiwan (see Note 1). According to foundation data provided by deputy general manager Yang, by the end of September 2003, a total of 241 donations had been received, worth up to NT$ 36 millions. The foundation has performed incalculable charitable and relief acts, covering areas such as winter relief, individual household emergencies/hardship aid, aid to various bodies and institutions (e.g. Down's syndrome, the Cerebral Palsy Association, the Garden of Eden, reform schools, the Home of Kindheartedness, etc). Its righteous acts to provide timely help have doubled social warmth.
Note 1: As published by the Himalayan Development Research, analysis of the 300 major foundations in Taiwan shows that the sum of the foundations added up to NT$ 54.4 billion by April 2002. Only one of them, Buddhist Relief Charity Foundation, exceeded 10 billion dollars.
Maximizing the role of subsidies as timely help
Cheng Huotian Charity Foundation has been performing well in all operations. Asked about any bottlenecks, both executive director Cheng and deputy general manager Yang said that it's inevitable for sustainable corporate administration to encounter certain adversities. For the foundation itself, two points should probably be mentioned. First, foundation aid was initially managed through township offices which implement winter relief or act as representatives of public opinion. However, certain individuals who lived in decent economic conditions, but faked poverty, were found to be the recipients of aid from the foundation. Delegates from the company are now dispatched to perform inspections together with a representative of public opinion or a village head. During the inspections, they express the foundation's concerns and make aid recipients aware that the subsidy is intended for emergency/hardship aid rather than to encourage popular support. This is in the hope of maximizing the actual role of the subsidy. Secondly, the funds of the foundation are used to yield interest, which contributes significantly to aid operations. Although bred interests are falling due to a drop in interest rates over the last few years, aid will not be stopped because of this. Board chairman Cheng contributed himself to make up the shortage of subsidies, and his spirit of generosity in helping others continues the kindheartedness of his brother Huotian. For this reason, the Cheng Huotian Charity Foundation always plays a role of providing timely help , to constantly realize advisor Cheng's philanthropist spirit.
